This is a Council established in terms of Act No 48 of 2000. Project and Construction Management Professions Act, 2000 ("the Act"). The Minister responsible for Public Works has established the first Council, and the first president is Mr F Fester. ACPM is a voluntary association of specialist project management professionals working in the built environment. It has various categories of membership, and has published rules of membership requirements. Membership is not automatically granted to applicants and therefore membership may be considered to be a qualification. No. The ACPM has no legal right to prescribe to non-members, clients or members of the public. However, it has published a constitution, a code of professional conduct, and various rules that its members must abide with, and its constitution allows for disciplinary action to be taken against members that transgress these. |

Not at this stage, although the Council has been consulting with the Voluntary Associations including ACPM in this regard. ACPM understand that the proposed identified work has to be approved by the Council for the Built Environment (CBE) and will be gazetted for public comment prior to finalisation.

Will a registered Architect, Quantity Surveyor or Professional Engineer be able to practice project management under the Act, or will the Council regulate against this? |

This appears to be a controversial question, and until the Council has finally gazetted its regulations, a definitive answer cannot be given. ACPM has the present understanding that the SACPCMP will accept registration from anyone that possesses the required qualifications and experience (to be set out by the Council). ACPM also has the understanding that the SACPCMP will be the only council that grants registration to persons to practice construction project management and construction management (as identified by the Council in due course). Therefore an Architect, Quantity Surveyor or Professional Engineer will need to also be registered with the Council (ie SACPCMP). ACPM will obviously be watching the finalisation of this situation with interest. |
